Renewable energy: the private sector waiting in the wings.

Development of off-grid solutions, granting of mini-grid concessions, strengthening of public-private partnerships, guarantees provided by the State, and the establishment of credit lines with commercial banks… The Congolese authorities are multiplying measures to encourage private investment in renewables (solar, biomass, wind, biofuel) and to overcome the (infra)structural failures of the market. Solar is the main asset of a rapidly growing market estimated at nearly one billion dollars per year.

Côte d'Ivoire, which produces and exports its electricity (hydro, thermal), will soon launch the largest biomass power plant in West Africa, fueled by agricultural waste. And the government's "Action Plan for Renewable Energy 2016-2030" provides for an exceptional incentive tax framework for investment in renewable energy – on and off grid.

In Côte d'Ivoire, where the agricultural sector accounts for 22% of GDP and employs 40% of the active population, the time has come to accelerate industrialization. With, for cocoa, a target of 100% of beans processed by 2030, and for cashew, very high ambitions. And in the DRC, where agriculture's share of national wealth stands at 20% and employs nearly one in two active people, the "Agricultural Transformation Agenda of the Democratic Republic of the Congo" program lays the foundations of an agricultural nation focused on developing agro-industrial value chains.

PANEL 6 REAL ESTATE How to benefit sustainably from the real-estate boom?

The real-estate market is booming. In Côte d'Ivoire, it shows an annual growth of 18% since 2011, an increase that essentially concerns the economic capital, Abidjan.

The revenues generated by the sector are exploding. The opportunities are countless: more than 500,000 housing units are lacking in the Abidjan agglomeration alone; a shortage that also affects Bouaké, Grand Bassam, Bingerville, and Korhogo. With a deficit of around 4 million housing units, the real-estate sector in the DRC also represents a promising market. Shopping centers, tourist complexes, health centers, hotels, business parks, or industrial real estate…

In Abidjan and Kinshasa, needs are growing as these megacities host international events. Luxury standing or affordable housing, the purchase of commercial real estate, residential properties, or land — investors are already present across all segments, but they struggle to meet the demand.
