Makutano 2025, marked by a historic edition attended by the Prime Minister and an unprecedented live broadcast ensuring full transparency, is the starting point of a new era for the Democratic Republic of the Congo.

Under the theme « The Congo’s contracts: time to choose. », this benchmark report sets out the roadmap to break away from the passive rentier model and convert the country’s immense potential into sustainable economic power. The Government’s vision rests on a new method of public action centred on credibility, execution and Public-Private Partnership (PPP), regarded as the backbone of development.

Discover the strategic reform priorities for the transformation of the DRC:

  • Governance: A reconstruction based on a threefold requirement of predictability, clarity and consistency. The reforms aim to strengthen macro-fiscal discipline, digitalise the administration to combat corruption, and improve the business climate by unleashing the energy of the private sector.
  • Mining: The imperative of moving from an economy of predation to an economy of transformation and integrated value creation. Minerals are now seen as an « accelerator » to trigger a broader and sovereign industrial process.
  • Energy: A pragmatic and diversified strategy to turn these sectors into pillars of sovereignty. The ambition is to raise the electricity coverage rate from 20% to 60% by 2030, by combining the revival of major projects (Inga) with the accelerated development of decentralised renewable energy.
  • Transport: A strategic lever for opening up the country and for economic integration, aimed at delivering high-performance logistics corridors to connect the regions.

This integrated approach is embodied by the emblematic Green Corridor project, which aims to create 500,000 jobs and to transport 1 million tonnes of food by combining conservation, agricultural development and security.

The challenge is no longer the diagnosis, but the implementation.
